                OK I was thinking that such a piece would be the culmination of a craftsman's lifetime of work and that the piece would have been the commission of some royalty as few in the apparent period of the piece could have employed a skilled craftsman for what I'm guessing might have been a year or more project.

                This article sheds some more light on the suject and provides some historical background of the times:

                The Roentgen's were apparently father and son (my guess), born thirty years apart. living to the ripe ages of 83 (Died 1793 ) and 64 (died 1807). The desk is a commision for King William Frederick II of Prussia who ruled from 1786 to 1797. It doesn't say what the date of the desk is or how long it took to build but judging from the dates I'm guessing the mid to late 1790s.

                WF II was also famous for commissioning the Brandenburg Gate so he knew and desired beautiful art objetcs but was otherwise apparently a failure as a leader.
